For two decades Ritter Consulting Engineers has exhibited competence in all areas of mechanical consulting, asbestos services, indoor air quality services and lead paint services. In recent years its work has extended to include several very large federally funded projects that are outlined below.

Artillery Battalion Readiness Center - Louisiana National Guard Headquarters at Jackson Barracks in New Orleans, LA. These projects include a new Central Plant facility, 141st Readiness Center and associated Maintenance facility. All facilities are located at Jackson Barracks. All projects were designed to provide a Spirit rating with attention to energy conservation and comfort control.

The Central Plant facility provides chilled water service to several facilities on the Jackson Barracks site including the services of the 141st and 61st Divisions, a dining hall and a fitness center with a nominal capacity of 900 tons. The central plant consists of three 300-ton chillers, three 300-ton cooling towers and associated primary/backup chilled water and condenser pumps to serve the site.

The Maintenance Facility project consists of the replacement of HVAC and plumbing systems for an existing maintenance facility damaged by Hurricane Katrina. The job includes new DX air conditioning for the office areas and ventilation of the shop areas and the replacement of all existing plumbing services including sanitary sewer, water lines, natural gas service, compressed air and domestic water.

 

The 141st Readiness Center project is a new four-story office/assembly building for the 141st Division at Jackson Barracks. It is serviced by multiple chilled water air handlers and utilizes a combination of single zone and multiple zone systems. All office spaces are conditioned with a VAV system with electric heat at the VAV boxes. The assembly and locker room spaces are serviced by constant volume chilled water units. Two large energy recovery ventilators are utilized to pre-treat the outside air required and provide greater humidity control. The building is fed by the main central plant noted above, but utilizes secondary pumps within the building to pull from the primary chilled water loop. The building includes two large locker room areas with approx 15 showers. The domestic hot water system is served by a large, instantaneous domestic hot water boiler to maintain energy savings since the locker areas are only utilized for short periods of time. The building also contains a central atrium that has been designed with a smoke evacuation system.

The Department of the Navy is rebuilding several of its facilities at its base in Belle Chase, Louisiana. The Navy Structure Facility is a fire station for building on the base. The building houses sleeping quarters, a kitchen, office areas, training rooms and two apparatus bays. The mechanical system consists of heat pumps, vehicle exhaust removal, room ventilation and unit heaters and the plumbing system consists of hot and cold water, waste and vent (which includes a grease interceptor and oil water separator) and a compressed air system for use with pneumatic tools.

 

The Navy Command and Control Hardening is an existing building that houses computer equipment and offices on the base. The building’s existing offices and rest rooms were redesigned and include an office addition. The mechanical systems include new rooftop heat pumps and backup computer room air conditioning units and the plumbing system consists of waste, vent and hot and cold water.

The Navy Crash and Rescue Facility is a fire/rescue station for the airfield on the base. The building houses sleeping quarters, kitchen, office areas, training rooms, and two apparatus bays. The mechanical system consisted of heat pumps, vehicle exhaust removal, room ventilation and unit heaters. The plumbing system consists of hot and cold water, waste and vent (which includes a grease interceptor and oil water separator) and a compressed air system for use with pneumatic tools.

The Navy Youth Center is an activity center for use by children ages 6 to 18 and support of a Youth Program and School Age Care Center. We designed HVAC and plumbing systems for activity rooms, computer room and office space. The HVAC system consists of a variable air volume system with an air cooled chiller and the plumbing system consists of waste, vent and hot and cold water.
